== De Jure Potestas ==
The following positions possess de jure, formally recognized authority to exercise command over the use of force by the Artemis Colonial Constabulary, including in some cases the lawful empowerment to promulgate new regulations and to issue operational directives to Constables in the field:

* The Multilateral Base Control Sol-Gov Board, vested with the limited, single and direct authority to order the suspension, removal, or arrest of the Governor-General and her cabinet of Deputies and Directors,
* The Governor-General, who holds supreme civil and executive authority within the jurisdiction of the colony, and is vested with full legal competence to govern, legislate, and enforce. The provisions of this document derive their legal force from the Governor-General’s authority. The Governor-General retains the discretionary power to issue field directives which may, on a temporary or permanent basis, supersede any regulations set forth herein. This prerogative is not extraordinary, but foundational—established by design under the original colonial governance framework ratified by the Multilateral Base Control (MBC) in Sol-Gov.
* The Deputy Governor-General, who operates under the authority and in the name of the Governor-General.
