Michael Phillips was the Governor-General of the Multilateral Base Control of Artemis upon landing in 2169.

History and Characteristics[edit | edit source]

Michael Phillips rose through the ranks of the military air force through sheer cunning. He was arrested for crimes against the colony, including the introduction and improper storage of Neuril-9 in late 2170.
