Artemis Colonial Constabulary
The Artemis Colonial Constabulary (ACC) is a faction which serves as the paramount military and law enforcement entity within the the Multilateral Base Control. Tasked with dual mandates, the ACC functions concurrently as the primary military garrison safeguarding MBC assets and as the comprehensive law enforcement agency maintaining public order and legal compliance across the Artemis colony.
Structure[edit | edit source]
The highest ranking decision maker for the ACC are the MBC’s Council Members. The ACC Command has a direct link with the Council of MBC in Sol. Any memos sent by the Council of MBC becomes an unbreakable mandate that the ACC is trained to follow against the odds.
Within the colony, the Governor General and Deputy Governor General delegate oversight over the ACC to the Chief of Security. However, should the Governor General or Deputy Governor General issue a mandate, the ACC is obligated to follow it.
The ACC then resorts to a highly-structured rank system, with military and police doctrine and training in play. In the ACC, an order from a superior must be followed at all costs, without question.
While the ranking structure below is present, many of its ranks are not occupied until the troops escalates in rank.
Senior Command[edit | edit source]
High Commissioner (HC)[edit | edit source]
The supreme authority in the ACC, responsible for all military and law enforcement activities under the jurisdiction of the Multilateral Base Control (MBC).
Deputy High Commissioner (DHC)[edit | edit source]
The second-highest rank in the ACC, the Deputy High Commissioner assists the High Commissioner in overseeing the entire organization. They are responsible for translating strategic goals into actionable operations across all divisions.
Chief Superintendent (CSPT)[edit | edit source]
Senior law enforcement and military officer overseeing strategic and operational functions across the colony. Chief Superintendents manage the day-to-day execution of large-scale missions and ensure interdepartmental coordination.
Brigadier (BGD)[edit | edit source]
A senior officer commanding large multi-departmental operations or critical strategic initiatives. Brigadiers often oversee the coordination of military and law enforcement activities across broad regions. This is the lowest rank in the Senior Command of the ACC.
Commissioned Officers[edit | edit source]
Colonel (COL)[edit | edit source]
Officers who command major operational components of the ACC. Colonels handle high-level strategic oversight, coordinate between different divisions, and report directly to executive command.
Lieutenant Colonel (LTC)[edit | edit source]
Senior officers with command over entire sectors or key departments, such as a regional law enforcement command or a major military garrison. They oversee complex operations that involve both military and police resources.
Captain (CPT)[edit | edit source]
Mid-level officers responsible for commanding an entire company or department within the ACC, such as a law enforcement precinct or a military outpost. Captains handle operational planning, resource management, and direct oversight of subordinate officers.
First Lieutenant (LT-2)[edit | edit source]
A more experienced lieutenant tasked with larger, more complex operations, or serving as second-in-command to a captain. They can lead tactical response teams or special law enforcement units.
Lieutenant (LT-1)[edit | edit source]
Junior officers leading small detachments in either law enforcement or military missions. Lieutenants typically manage a platoon or section of the ACC, overseeing daily operations and ensuring mission objectives are met.
Non-Commissioned Officers (NCOs)[edit | edit source]
Master Sergeant (SGT-3)[edit | edit source]
Senior NCOs with extensive experience. Master Sergeants assist officers in planning and executing strategic missions, while maintaining operational control of field forces.
Staff Sergeant (SGT-2)[edit | edit source]
A higher-ranking NCO with increased command over multiple forces. They play a key role in training lower ranks and can lead larger field operations, particularly in tactical or high-stress environments.
Sergeant (SGT-1)[edit | edit source]
First-line supervisory rank, responsible for managing squads during both law enforcement and military operations. Sergeants ensure discipline and coordination among constables in the field.
Enlisted Ranks[edit | edit source]
Senior Constable (CST-3)[edit | edit source]
Experienced constables with additional responsibilities such as field leadership during patrols or military operations. Senior Constables act as mentors to lower ranks and can oversee small units.
Constable (CST-2)[edit | edit source]
Fully trained and operational personnel responsible for patrolling, maintaining public order, and assisting in military operations. Constables are the core of the ACC’s field forces.
Constable Trainee (CST-1)[edit | edit source]
Entry-level position for recruits in training. Personnel at this rank undergo foundational training in law enforcement, public order management, and basic military tactics.
Known Departments[edit | edit source]
Each department complies with the rank structure detailed above. However, transferring from one department to the other tends to require the individual to enter at a lower rank.
Several divisions conduct internal recruitment calls before calling to the wider public. For example, an armed police department might offer Constables and Senior Constables of the Public and Community Support Division the Constable Trainee rank, since it requires them to go through additional training certificates.
Public and Community Support Division (PCSD)[edit | edit source]
The Public and Community Support Division (PCSD) of the Artemis Colonial Constabulary (ACC) is an unarmed police force within the ACC, led by the Captain of the PCSD, which is the highest ranked member in the PCSD.
It is one of the only department that handles recruitment calls to the public without looking for candidates within the ACC first, since it is considered to be an entry-level division.
Day-to-day duties usually include patrolling, dealing with minor offences, crowd control, gathering criminal intelligence and supporting armed forces.
It is possible to transfer to armed forces or other divisions of the ACC after service in the PCSD.
Their enlisted ranks comprise of frontline officers responsible for day-to-day community support tasks such as patrolling, engaging with the public, and assisting in minor incidents.
Amongst their main duties include:
- Building relationships with local residents, businesses, and community groups to foster trust and cooperation.
- Implementing initiatives to prevent crime, such as safety campaigns, watch programs, and public education.
- Assisting in managing public events, demonstrations, and maintaining order in public spaces.
- Assisting during incidents, conducting preliminary investigations, and performing administrative duties.
- Mediating minor disputes and addressing community concerns to prevent escalation.
- Recording incidents, gathering evidence, and maintaining accurate records to support ongoing investigations.
Among their powers, include:
- Can detain individuals if there are reasonable grounds to suspect involvement in a crime.
- Authorized to use reasonable unarmed force in self-defense or to protect others.
- Can issue fines for certain minor offenses.
- Limited powers to conduct stop and search operations under specific conditions.
Public Agenda[edit | edit source]
The ACC has under its responsibility both military operations and law enforcement operations.
- Defensive Posture: Establishes and maintains strategic fortifications, perimeter defenses, and rapid deployment forces to protect the colony from external threats.
- Force Projection: Deploys tactical units for offensive and defensive missions, ensuring the security of MBC interests both within and beyond colony boundaries.
- Logistical Management: Oversees the supply chain, maintenance of military hardware, and coordination of resources essential for sustained operational readiness.
- Public Order Maintenance: Enforces local laws, ordinances, and regulations to ensure societal stability and safety within the colony.
- Criminal Investigation: Conducts comprehensive investigations into criminal activities utilizing advanced forensic technologies and intelligence methodologies.
- Community Policing: Engages with residents to foster trust, address community-specific issues, and promote cooperative relationships between the ACC and the populace.
- Regulatory Compliance: Implements and monitors adherence to environmental, health, and safety standards critical to the colony’s sustainability and well-being.
Assets[edit | edit source]
The full extent of the Artemis Colonial Constabulary (ACC)'s force composition remains classified under the highest security protocols of the Multilateral Base Control (MBC) government. Due to the strategic importance of the Artemis colony, the true size and operational capabilities of the ACC are deliberately obscured, with only select individuals within the Executive Branch granted full access to this information.
It is widely speculated that the MBC maintains a significant reserve force in cryogenic stasis, designated to be rapidly mobilized in the event of a large-scale crisis or existential threat to the colony. These reserves reportedly include entire combat-ready divisions, specifically trained for high-stakes scenarios that require immediate and overwhelming force projection.
